Public hearings this summer have ratcheted up discussions. A third will come next week.

Advocates for Springfield President Harry Levine attended the previous hearings to recommend changes to a draft environmental impact statement.

The meetings have stayed polite and under control despite wind energy being a topic of controversy, Levine said.

"There are a lot of emotional issues here," he said.

The Town Board set a date for a public hearing Thursday on proposed zoning law amendments that would tighten regulations for construction of windmills.

The hearing is 7pm July 27 at the Town Hall.

Town Attorney Paul Boylan said the LeRoy Planning Board recommended the zoning changes for wind energy systems. The requested amendments include definitions for windmills for use by the property owner and commercial operations that would sell power, he said.

The planning board will meet to review changes to the town's comprehensive plan -- changes that they noted are specifically caused by the turbine influx.

The town of Cherry Valley will have a public hearing at 6 p.m. July 31 on whether to enact a 12-month moratorium on development.

The initiative comes after Reunion Power of Manchester, Vt., submitted an application to erect 24 wind turbines on East Hill. Project manager David Little has estimated the wind farm will cost about $100 million to build.

The public hearing will be held in the town garage because a large crowd is expected, Cherry Valley Supervisor Tom Garretson said Wednesday. Those who wish to speak will be allowed two minutes each.

An Open House called Wind Turbine Education Evening will be offered at 7 pm in St John's Church on Market Street Cape Vincent. The public is invited. The objective is to get everyone on the same page in understanding wind turbines and related issues. Ideally, experts from all fields will take this opportunity to learn from one another.

Supervisor Pat Eaton said the hearing is required by state law for the wind mill issue as the town has called for a moratorium, or suspension of activity, until the planning board can research the matter. The hearing will be held at 7 p.m. Aug. 10 in the town hall and the public is encouraged to attend to give their thoughts and opinions on the matter.
